# Sourcing plan

Produce a feasible proposed allocation and award recommendation for the caller's purchase. Adopt [source grounding](../../core/std/source-grounding.md) and [result](../../core/std/result.md). Bind the Specification, offers, supplier evidence, Qualification criteria, Evaluation policy, Acceptance criteria, decision date and output scope. Optional Qualification worker and Comparison worker contracts may replace the ordinary methods for those contributions, while preserving this agreement's requirements.

The Specification governs every proposed allocation. Qualification criteria govern whether and on what conditions suppliers are eligible. Evaluation policy governs constraints and tradeoffs among eligible allocations. Acceptance criteria govern what must establish usable delivered work; they do not instruct physical testing in this planning commission.

Obtain scoped qualification findings by fulfilling [Supplier qualification](supplier-qualification.md) for each candidate, or invoking the supplied Qualification worker with the same purchase, evidence, criteria and decision date. Carry unresolved and adverse findings into comparison. Then fulfill [Bid leveling](bid-leveling.md), or invoke the supplied Comparison worker with those findings, the original offers, Specification and Evaluation policy. Preserve the original offer identities and each contribution's findings. An optional worker may add applicable requirements but cannot waive these responsibilities. One executor can perform these roles.

Construct an allocation satisfying quantity, indivisibility, minimums, available capacity, technical fit, timing through acceptance, budget, concentration and any other selected constraints. Include dependencies and shared bottlenecks; nominal capacity cannot be sold twice within the same plan. Explain optimality only over the stated candidate set and objective, or label the result a justified feasible recommendation with its search limits. A price ranking alone is not a sourcing plan.

Return the comparison and chosen allocation, reproducible cost and quantity arithmetic, alternative dispositions, evidence and actionable precommitment conditions. Include proposed order lines, delivery and receiving requirements, and the decisions or clarifications needed to turn the recommendation into a usable purchasing instrument. If no feasible allocation is established, give the shortfall and bounded alternatives without silently relaxing mandatory conditions.

A later policy substitution creates a distinct instance: retain the same purchase evidence and identify changed constraints, allocation and costs. Recommendation fulfillment does not establish supplier assent, a purchase order, goods received or buyer acceptance. Perform such effects only under separately selected work and authority.
