# OpenProse Procurement

Prepare specifications and solicitations, qualify suppliers, compare bids, propose sourcing and commercial terms, and manage authorized commitments through changes, acceptance and commercial close. Direct commissions need no extra worker contract. Criteria may be supplied as contracts; optional workers have explicit roles where useful. Applicable law, technical standards, commercial terms, approval rights and evaluation policies come from the caller's selected requirements, never from a universal procurement default. A recommendation does not issue an order, establish supplier assent or accept delivered goods.

Substitute [the continuity policy](tests/probes/continuity-policy.md) for its Evaluation policy to require a different feasible allocation. Its measurement worker can be replaced by an incident-sweep contract without changing commercial meaning. Both applications use stipulated synthetic rules and make no external changes.

Commercial close accepts separately supplied Legal interpretation and Accounting treatment contracts with exact inputs, rule selections and result scopes. These roles provide substantive conclusions when invoked; an invoice match supplies neither conclusion by itself. The examples select local fictional interpreters, not a jurisdiction or accounting framework. Binding a real Law or Accounting contract also requires its caller-selected package dependency and applicable evidence. No other application package is implicitly selected here.
