Produce construction quantities, scope, specifications, estimates, changes, progress updates and handover decisions from an identifiable project basis. Start with the [OpenProse kernel](../core/README.md), choose a contract, and supply the project documents, intended decision and output boundary it needs. It computes quantities, costs, a change bridge and feasible schedules from synthetic project records. For work already underway, [Committed lining update](tests/update/program.md) preserves actual work and noncancelable purchases while an invoked second-crew worker develops a faster candidate with its full cost consequences. [Panel handover](tests/handover/program.md) follows a defect through reported repair and reinspection while another unit remains held for missing evidence. Substituting [Whole-package release](tests/handover/whole-release.md) changes delivery recommendations while preserving technical findings. Both commissions accept a fresh output directory and a limit of nine minutes. These are teaching specifications and test definitions, not evidence of passed runs or professional certification.

These contracts depend only on the selected core package. Governing project documents, measurement conventions, engineering acceptance and contractual authority come from the caller's selection.
